How to remvoe the number plate

Hi,
I was looking at removing the number plate as the previous owner stuck their plates on with sticky pads and they have left a horrible sticky surface around part of the number plate, the bolts look like click rivets and i wondered whether anyone knows how to get these off without snapping the bolt or damaging the number plate/paint,

the only way i believe is to drill them out and put new ones in

I drilled mine out then replaced. I ended up with pressed plates that are properly stuck down without rivets. Annoying as the supplying garage was told NOT to drill the plates.

I always use a big lever bar.
