I've got to ask why you're trying to find a bung to fill the holes whilst also looking for a panel filter to help the car breathe better - removing the bung is the first step in that.

I think usually having HIDs when the headlights are 'reflectors' rather than 'projectors' can make them less effective - I'd suggest saving the cash and buying some decent bulbs!
We had that engine in our Cooper S. It's not the timing chain that's bad, but the chain tensioner - it was poorly designed and, if it wasn't for some tough Arnold Clark Bashing, would have been a £1300 bill... I'd steer clear unless you know it's just been changed :)
