Recently I removed my rear seats and seat belts. Today after putting the rear seat belts back in they are “locked”. I was wondering if there was a way to fix this and unlock them so they can be used again.

Any help is much appreciated.

Sounds like the inertia reel is jammed. Can you wind them in either direction, or is there any locking mechanism - switch, lever, slider or whatever that you can see to release it?
 
Just a suggestion but when changing rear belts at work for a recall, they have to be perfectly level in order for the belt to release, but they will retract.
