Airbag gone off. Steering wheel buttons broke?

Sorry for an odd question.
Got the car needing some work. The air bag had gone off. The steering wheel buttons feel like they are broken.
Can someone tell me if both side buttons have 2 buttons or only one?
For instance i can press the plus but the 0 does not press or feel like it presses anything.

Another question.... does the clio steering wheel fit as I cannot find a replacement white topped wheel for a mk2 facelift.
 
Ok it would seem there is, inside the buttons a small rocker which helps push each of the buttons.
I have 1 missing from either side and they are not in the same position. What is very weird is they are not damaged in anyway and unless you remove the button covers they would not come off so can only assume they have been removed.
Thing is I bet a lot of money they will not be available separately. Brand new steering wheel :eek:
I will get a piccy so you can see them.
 
Do you need airbags ? I have both fronts that I have removed from my rally car .
